In the eyes of many people with this word arises the picture of Puszta, fertile lowland, majestic mountains, the Danube, Balaton, paprika, goulash and tokay. Simply a wonderful and hospitable country with 360 sunny days in the year. Since 1999 Hungary is a member of Nato, since 2004 member of the EU.
The tourism grows and many counties profit from it. The poverty of the rural population can be seen in every village. The protection of animals plays only one subordinated or no role. Chain or barrel dogs are normal. They often come as a puppy or young dog to the chain and nobody takes care if the chain around the neck becomes too narrow. So it grows in.
As normal is the "disposal" of e.g. older or ill animals by abandoning them, hanging, beating to death or letting them starve. What is not seldom: Puppies are thrown out from moving cars.
The Hungarian Population
In Hungary a dog lands on the sofa or on the chain. Nevertheless, most animals are held outdoors, chained and used as watchdogs. Often they guard ruins and fields. The older generation lacks the understanding. The animals were held since generations like this. They are nourished predominantly with soaked old white bread.
If the people must partially fight for their own survival, nothing is left over for medical treatment, appropriate food, vaccinations, never mind a castration. The compulsory vaccination of rabies has led in 2006 to the fact that more dogs were delivered to animal homes and homicide stations.
The –converted- 6 euros for the vaccinations could not be paid. Also the recession becomes apparent in the animal welfare. In the area of Budapest and the "bacon belt" around, the world may still be fairly all right. Only in the countryside and in the edge areas more almost starved dogs were picked up.
Nevertheless, in the younger generation a change has already taken place. At our supervised animal home, pre-schools and school classes are invited, guidances and adoption days are specially carried out for the children. They should learn to handle deferentially with animals.
Animal welfare Act and his Conversion
The animal welfare act is from 1978, the last supplements were in 2004. In addition, every municipality has a holder's order. There is no uniform regulation. The following was fixed in 1998 within the scope of the EU entry by the country meeting:
Damage of an animal is: To do physical or mental harm to an animal or to keep it under unworthy conditions.
Animal cruelty is: Pointless pains causing cruelty or keeping or action, which can release fear or cause health damages...
In the Criminal Code is fixed, that the holder can be condemned with up to 3 years of custody for improper, not species-appropriate keeping.
Example Sopron 2006
A camera team entered in company of a veterinarian and an approved breeder the arrangement of a Mudi (Hungarian sheepdogs) breeder.
They found approx. 200 dogs, chained or keeped in the smallest board partitions. Between them corpses of congeners; there was no water and feeding dishes.
The dogs were all in an indescrible physical and mental state. Most dogs suffered from the Kasper Hauser Syndrome. Months before, the brutal state was already pointed out to the responsible authorities over and over again, but only by the graphic and written documentation one became active hesitantly.
The responsible office veterinarian called the keeping by inspection "adequate". At the beginning of March the public pressure grew by Soproner citizens and animal welfarists from Austria, Germany and England. Finally, the police became active, declared the area to a locked zone, confiscated the animals and distributed them to animal homes in the locality.
Hungarian, Austrian and German animal welfare organisations wanted to help, however, they could do anything, because it was ordered by an official arrangement that none of the dogs might be provided during the running procedure. They were valid as evidence and were confiscated. Nobody was interested by the fact that the animal homes, which are mostly overcrowded, were completely overstrained by the situation.
In December the "breeder" was condemned because of animal cruelty and inserted immediately appeal against this judgment. Then in March 2007 (!) he was condemned. He got a dog keeping ban.
Animal Welfare Act
§44, 1: The public prosecutor appears in penal procedure in the interest of the protection of animals and against offence of the criminal code as forbidden described injuries of animals.
Animal welfare act, §33 settles that confiscated animals must be accommodated species-appropriate.
Even in the homicide dump Sopron Mudis were accommodated. They might not be castrated. They lived there in board partitions, because the homicide is not laid out for "permanent residents". There were no state means for the maintenance of the animals. They were maintained at animal homes and also in the homicide Sopron only by feed donations.
The worst, nevertheless, they increased during the accommodation. 18 new Mudis were born. Because one might not place them, they also suffered from massive behavioural disorder. This is only one example of countless, in those, even at announcements with several witnesses and cinematically documented material whom culprits get away with a "warning" in the farthest sense.
In spite of legal possibilities after the Criminal Code. And an example of the fact that an species-appropriate accommodation does not occur. Already not at all by the support of the treasury.
The ending of the life of an animal:
§11 contains that the life of an animal may be finished not without a convincing reason and §12 says quite clearly that the ending of a life may occur exclusively under anaesthetic. (Special regulation for emergency situations)

There are still dog catchers ordered by the state (in Hungarian: Gyepmester or Sintér, verbally translated knackers) who bring the animals in reception camps/epidemic stations or homicide stations and handle there after own judgement with the animals. There are some in which the animals are well supplied, so far as it’s possible.
But, unfortunately, the majority looks different. The animals are supplied a little and irregularly. There are holes in the ground in which they are thrown, so that they kill each other. The store time is given with 14 days on average. Then the dogs were beaten to death, shot or murdered with T 61 without anaesthesia.
Animal welfarists on site want to know about a homicide dump in which the dogs are not supplied with water and feed. The homicide occurs therefore through dying of thirst or starving. There are approx. 80 active homicide stations in Hungary. This is indeed only an estimate. The authorities do not publish official figures. The Hungarian population is hardly cleared up about that.
The people deliver cats and dogs there and believe, it would compare with an animal home. In this time only the owner may get out them again. The proof is often difficult. Should the owner not come, they can be killed after two weeks. For cats there is not such a term. Many homicides do not even give to themselves the trouble to take up these animals.
They are killed immediately.

...at the animal home
The Pfotenhilfe Ungarn e. V. works together since 2007 with the animal home of Mentsvar in Kecskemét. This animal home is a former homicide station and accordingly structurally unsuitable for a satisfactory animal home. During the year 800-1000 dogs are taken up there.
Finding animals, thrown away animals and animals out off seizures. The animal homes lack the financial means to hold the animals species-appropriate. The animals live in too big groups in the enclosures under permanent stress. Fights are no rarity. The medical care is more than faultily. The hygienic states are terrible. The dogs are often fed on old bread leftovers from donations because the money for dog food is not there.
At many Hungarian animal homes restaurant rubbish is fed. Intact male dogs run in enclosures with not castrated bitches. Thus there is also a home-made procreation problem. Mentsvar disposes of the "luxury equipment" of a small puppy's house and a small hospital ward which were considerably cofinanced by donation money from Germany.
There is not enough staff who is motivated. The average salary is about 400.-€ for a full-time employment at the animal home. The employees are mostly not trained in animal care and know not really how one handles with the animals and what the hygienic needs require. There is no job description of a keeper in Hungary.
In 2008 a total of 900 dogs from the animal home of Kecskemét were placed in new families. Approx. half of them by the PHU. Approx. 200 dogs died by fights or of infections. There are countless animal homes which found no support and the animals are very far away in those from "guaranteed well-being".
The most animal homes are merely reception camps. To get the state support, some conditions have to be fulfilled in Hungary. The animal home or the reception camp must "struggle through" out off own means for 5 years. Then it is possible to attain 1% support.
This means, that 1% of the tax which the citizens or the industry are paying, can flow to the animal home. Then the citizens or companies can deliver an application to the tax office that automatically 1% of their tax is paid to the destitute station.
The animal homes cannot even perform the medical care with this money. The animals cannot be nourished species-appropriate. Therefore castrations can be hardly financed out of it.
The people responsible
By the deficient keeping orders in the different forms, handling is hardly or not possible. Most charges are still stayed. The illustrated case on top of the mass breeder was valid as precedence. Although proofs enough existed and after the Criminal Code also a prison sentence could be judged, there was only one keeping ban.
Why is the situation like this?
Castrations are barely realized by private persons. The dogs hang partly on chains and there are many street dogs. Stray dogs can increase therefore uncontrollably or serve chain dogs. There are already wild herds in parts of Hungary. Also they increase uncontrollably
Another Problem...greed for profit
The dubious breeders pose another problem there. There are still many dog markets in Hungary. There are puppies from pedigree dogs offered for dumping prices. Also in the Internet to Germany. If someone buys a pedigree dog with papers for 250 euros, it should be clear that the parents of these animals must suffer lifelong.
What must change?
Specific financial, uniform and legal support for:
- Education for animal home employees
- an adequate medical care for the animals
- Establishment of adequate animal homes and in the train abolition of homicide stations. State penetration of change of the homicide dumps into animal homes
- Guarantee of an species-appropriate food
- Realisation of national castration programmes
- Ban of chains and barrel position
- Clarification work in the population about species-appropriate position, predominantly in schools
- consequential execution of the judiciary and executive by offence against the animal welfare act
- more stiff penalty for animal torturers and also its conversion
- Improvement of the animal welfare act, e.g., §9 interventions on the animal, in which croping of ears and docking of tails is permitted in breeding programmes to the preservation of race signs.
- European-wide ban of the animal buggery or zoophilia and criminal proceedings for this.
We hope that, as the land meeting fixes it, more and more people recognise their moral duty and take over. We ask imploringly in the name of the animals for which we bear responsibility (the humans) to help that every animal can live a worthy life. Then we can take a picture of a nice country with us back to Germany and not any more the picture of the sad or resigned dog eyes begging for help to which we could give no worthy, new life.
