Economical disaster: the organized cruelty to animals in Apulia

The international animal rights organization “veterinarians in action” today starts again with analyzing several animal shelters in the province Lecce, Apulia. There are kept un-castrated dogs under depressingly hygienic conditions.
Beside the medical emergency supply of sick animals, the veterinarians in action offer a castration program free of charge for the next few years for 11 selected communities in the province Lecce.
This offer is a pilot scheme, which gives these communities a chance to follow their already for years existing laws. “Animals shelters are often dog-collecting-camps without sufficient veterinary basic supply. The animals are not chipped or castrated – two days ago, eight puppies were born in the shelter because of this.
That’s how new dog misery is produced every day in Apulia”, says Stefan Weber, chief of the veterinarians in action at the face in Kalimera, one of the 11 communities.
Veterinarians in action is member of CICTO.ORG, a European-wide coalition consisting of 50 European animal rights organizations, which started a campaign against the organized mass animal abuse of at least 70,000 dogs in Apulia. CICTO.ORG explores the Mafia-methods in the exposure with millions of taxes for the randomly produced “stray-dog-emergency”.
The country pays 1,000.00 Euro per dog for 70,000 dogs in the dog camps. So the total amount rises up to 70 million Euro.
Instead of area-wide castrations and a consequent registration of private dog-keeping, as the law say prescribes it, communities, like for example Caserano, still open new Caniles for stray dogs.
In November 2008, CICTO.ORG made a report at the department of public prosecution of Lecce against several communities, animal shelters and public health officers.
“For 18 years now, the Protection of Animals Act 281 exists. The amount of the money spent “for the dogs”, rises undamped. The result: The number of abandoned dog dogs has at least sextupled, more than 70 million Euro trickle away uncontrolled to marsh and the situation in the streets downgrades permantentely”, summarizes Mrs. Yvonne Risch, directorate of CITCTO Liechtenstein.
“The agony of animals in private dog dumpsites, the dispersion of zoonoes and the number of dog bites rises. What are the responsible 60 veterinarians of ASL Lecco, who earned 4,424.747 Euro in 2008, doing against these grievances?
After broadcasts in Germany and Switzerland, more and more people bristle at the dog hell in Apulia.
Tourists write to the responsible authorities. A current analysis about the grievances in the community health ASL daily carries out new scandals in Bari.
When will finally the sum of millions of EURO of the dog Mafia be controlled?
With an enactment, the health ministry in Rome enforced urgently needed measures against the ruling routine with animal shelters and the institutional animal abuse in July 2009. This enactment has now to be implemented.
Beside the community Kalimera, the communities Tricase, Melpignano, Pollgiardo, Surano, Castro, Minervina, Uggiano la Chiesa, Guiggianello and Nocilia have been nominated for the pilot scheme in the province Lecce. The communities received the proposal of the project in August.
